"House Hotshots" member FPJ Panday Bayanihan Party-list Rep. Brian Poe doesn't want the Philippines to get left behind when it comes to the use of artificial intelligence (AI).
Poe, a rookie lawmaker in the 20th Congress and chairman of the Global AI Council Philippines, gave this mission statement before AI industry leaders at the United Nations (UN) in Vienna.
The forum attended by Poe was dubbed “AI for Developing Countries: Bridging Capital for the Future".
“Artificial Intelligence is no longer a technology of the future. It is here—reshaping economies, redefining industries, and reimagining how societies function,” Poe said as he underscored AI’s transformative power across all sectors.
In his speech, Poe detailed the Philippine government’s commitment to harnessing AI for collective growth through proactive legislation.
“In the Philippines, we’ve decided that we cannot afford to be left behind. That is why, in our 20th Congress, I filed House Bill (HB) No. 1136, calling for the creation of a National Center for Artificial Intelligence Research and Development. This center is not just about creating a government office. It’s about creating a platform for public-private collaboration," he said.
He stressed that the true purpose of AI should be to enhance human capabilities. “AI must serve people—not replace them, not control them, but empower them. Friends, AI is not just about machine learning. It’s about humanity learning how to build a future together.”
Poe underscored the need to embrace AI so it may be used as a uniting force among peoples instead of a barrier.
“Do we stand by and watch as AI becomes another force that divides the world into haves and have-nots? Or do we step forward—boldly, collaboratively, and inclusively—to ensure AI becomes a bridge, not a barrier?”
“The Philippines chooses to build that bridge. We choose to invest in AI as a national development strategy, not a luxury. We choose to work with partners—investors, innovators, governments, and communities—to co-create AI solutions that solve real problems for real people,” he declared.
In a stirring call to global leaders and organizations, he said: “Let’s build AI infrastructure that leaves no one behind. Let’s bridge capital and courage, vision and action, innovation and inclusion. Let’s start building this future—together, today.”
The Vienna forum was a powerful platform where representatives from multiple countries gathered to explore the critical role of AI in national progress.
Poe also cited fellow Hotshot Negros Occidental 3rd district Javi Benitez’s House Resolution (HR) No.47, which urged rhe House to form a special committee on artificial intelligence.
He said he looks forward working with Benitez on pushing for AI development and industry in the Philippines.
