TD Crising, 'habagat' to bring torrential rainfall across the Philippines – PAGASA

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has warned the public of widespread heavy to torrential rainfall brought by Tropical Depression Crising and the southwest monsoon (Habagat) from Thursday, July 17, to Sunday, July 20.
Based on Weather Advisory No. 8 released at 11 a.m., PAGASA said several provinces are forecast to receive over 200 mm of rainfall, with potentially worsening conditions in mountainous or elevated areas.
From noon of July 17 to July 18, PAGASA forecasts 100–200 mm of rainfall in Camarines Norte, Camarines Sur, and Catanduanes, and 50–100 mm in Cagayan, Isabela, Quirino, Aurora, Quezon, Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar, and Biliran.
From noon of July 18 to July 19, over 200 mm of rainfall is expected in Cagayan, Apayao, and Ilocos Norte; 100–200 mm in Batanes, Kalinga, Mt. Province, Abra, Benguet, Ilocos Sur, La Union, and Pangasinan; and 50–100 mm in Ifugao, Isabela, Quirino, and Nueva Vizcaya.

From noon of July 19 to July 20, 100–200 mm of rainfall is expected in Ilocos Norte, and 50–100 mm in Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Benguet, and Cagayan.
Meanwhile, PAGASA said the Habagat will enhance rainfall in the western sections of the country.
From noon of July 17 to noon of July 18, more than 200 mm of rainfall is expected in Occidental Mindoro and Antique; 100–200 mm in Palawan, Iloilo, Guimaras, and Negros Occidental; and 50–100 mm in Metro Manila, Zambales, Bataan, Cavite, Batangas, Oriental Mindoro, Marinduque, Romblon, Aklan, Capiz, Negros Oriental, Siquijor, Cebu, Zamboanga del Norte, Lanao del Norte, and Lanao del Sur.
From noon of July 18 to noon of July 19, 100–200 mm of rainfall is forecast in Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, Palawan, and Antique; and 50–100 mm in Metro Manila, Tarlac, Pampanga, Nueva Ecija, Bulacan, Rizal, Laguna, Oriental Mindoro, Romblon, Aklan, Iloilo, Guimaras, Negros Occidental, and Negros Oriental.

From noon of July 19 to noon of July 20, 100–200 mm of rainfall is expected in Zambales, Bataan, and Occidental Mindoro, and 50–100 mm in Metro Manila, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, Palawan, Oriental Mindoro, Romblon, Antique, Iloilo, Guimaras, and Negros Occidental.
PAGASA issues safety reminder
Forecast rainfall may be significantly higher in mountainous or elevated areas, PAGASA warned.
Some locations may also experience aggravated flooding and landslides due to antecedent rainfall from previous weather disturbances, it added.
PAGASA advised the public and local disaster risk reduction and management offices (LDRRMOs) to take all precautionary measures to ensure the safety of lives and property.
The agency may issue Heavy Rainfall Warnings, Thunderstorm Advisories, or other localized severe weather alerts as necessary.
Understanding the advisory, warning system
PAGASA also reminded the public of the distinction between a Weather Advisory and a Heavy Rainfall Warning.
A Heavy Rainfall Warning, PAGASA explained, provides real-time updates for the next three hours and is municipality-specific, using Doppler radar for accuracy.
A Weather Advisory, on the other hand, gives a 24-hour outlook at the provincial level, offering broader but less precise forecasts.
Weather Advisories should not be used as the sole basis for class suspensions or other immediate decisions, unlike more accurate short-term warnings, PAGASA said.
Unless significant changes occur, PAGASA said the next Weather Advisory will be released later at 5 p.m.
