Taiheiyo to open ₱3.7-billion cement plant in Batangas, boosting Luzon supply
Cement manufacturer Taiheiyo Cement Philippines Inc. (TCPI) said it is on track to open its ₱3.72-billion Batangas cement terminal by early 2026, which is expected to meet the growing demand for high-quality cement in Luzon.
In a statement released on Thursday, July 17, the Department of Trade and Industry (DTI) confirmed that the company will commence manufacturing at its new facility during the second quarter of next year.
TCPI’s Luzon Distribution Terminal in Calaca, Batangas can produce up to 700,000 tons of cement annually, boosting the company’s overall production capacity to four million tons per year.
TCPI aims to utilize the terminal to distribute blended cement, an eco-friendly alternative that supports the growing shift towards sustainable infrastructure.
This cement variety utilizes industrial by-products, such as fly ash, slag, or pozzolana, to reduce carbon emissions.
The company stated that the shift to blended cement is not only a response to rising market demand, but also part of its broader carbon reduction roadmap.
TCPI’s new facility in Batangas is projected to generate as much as 26,000 new direct and indirect jobs for the country.
Trade Secretary Cristina Roque said the cement terminal reinforces the commitment of TCPI and its parent company, Japan-based Taiheyo Cement Corp., in the Philippine market.

innovation, and supports our sustainability goals,” she said.
TCPI’s Batangas cement terminal is a key component of the company’s broader ₱21-billion multi-phase investment program in the country.
TCPI is targeting to expand its production capacity to five million tons while securing a 10 percent market share by 2030.
Last May, Taiheyo Cement Corp. commended the DTI over its move to impose provisional safeguard duties on cement imports that were found to be harming the local industry.
The company said such a measure would help sustain a robust and competitive domestic cement sector, following investigations that found imports of ordinary Portland cement and blended cement affecting domestic products.
Taiheyo Cement Corp. is the leading cement manufacturer in Japan, holding a 40 percent domestic market share and employing approximately 13,000 people globally.
TCPI, its local subsidiary based in Cebu, is viewed as a critical production and logistics hub crucial for Taiheyo’s expansion plans in Southeast Asia.
