Valenzuela City intensifies crackdown on street gangs, outlaws 13 groups through new ordinance
The City Government of Valenzuela has intensified its campaign against street gangs with the implementation of City Ordinance No. 1262, Series of 2025, also known as Anti-Gang Ordinance.

The event aimed to inform residents, particularly parents, about the dangers of gang involvement and the city’s efforts to protect minors from recruitment into criminal groups.

During the caravan, Mayor Gatchalian emphasized the importance of cooperation among parents, schools, and the local government in shielding the youth from gang influence.
“Mga magulang, tulungan n'yo po kaming gabayan ang inyong mga anak… Ang gusto ko po ay tahimik at payapang komunidad. Ang gusto ko, mag-aral nang mabuti ang ating kabataan at magkaroon sila ng magandang kinabukasan,” he said.
PMAJ. Randy Llanderal, chief of State Community Affairs, discussed how gangs recruit minors through peer pressure and illegal activities such as drug use and violent initiation rites.
He said police have begun identifying gang leaders, or “OGs” (Original Gangsters), through distinctive tattoos and body marks.
Under the Anti-Gang Ordinance, the formation and operation of gangs are prohibited, especially those that involve minors in violence or illegal acts.
Violators will face administrative fines of P1,000 for the first offense, P3,000 for the second, and P5,000 for succeeding offenses. Noncompliance may lead to criminal charges, with penalties including imprisonment for up to 30 days.
In support of the ordinance, Resolution No. 3467 was also passed, officially declaring 13 identified gangs and their members as persona non grata in Valenzuela City.

* BB Hood
* NVC ISD Hood
* PMC Hood
* Nortenos Loccos
* Deathrow Hood Valenzuela Locos
* Varrio Latino
* TST - Rosario Hood
* TBS - Disiplina Village Lingunan
* Piru Hood
* Original Trouble Maker Gang (OTM)
The city government said the ordinance and the accompanying information drive are part of its continuing efforts to maintain peace and order and safeguard the city’s youth from criminal influence.
