BIR Commissioner Romeo Lumagui Jr.: Harvard-certified leader
Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui, Jr. has been awarded an Executive Certificate in Public Leadership from the Harvard Kennedy School (HKS on his dedication to continuous professional development and exemplary public service.
Lumagui earned this certificate by successfully completing three rigorous executive education programs under the HKS Public Leadership track. These programs included Comparative Tax Policy and Administration, Strategic Management of Regulatory and Enforcement Agencies, and Leadership Decision Making.
The final course, Leadership Decision Making, secured his place within a global network of distinguished public leaders.
The HKS programs are specifically designed to equip high-performing public officials with essential tools and frameworks. These enable leaders to maintain integrity, effectively navigate complex governance challenges, and deliver impactful results within their respective public service roles.
“Obtaining a Harvard Kennedy School Executive Certificate in Public Leadership is another step towards developing the BIR into a more professional and internationally competitive agency,” Lumagui said.
He added that the BIR “will continue implementing its good governance programs, including that of Integrity and Professionalism of the Institution and its Employees.”
Lumagui also noted, “I thank all the stakeholders, professors, and employees of Harvard for offering their knowledge and expertise on Public Leadership to Filipinos.”
The BIR views this accomplishment as a clear demonstration of the commissioner’s commitment to leading by example and upholding the core values of excellence, integrity, and innovation in public administration.
It further reinforces the Bureau’s ongoing commitment to strengthening its institutional capacity through progressive and high-impact leadership initiatives.
