Oldest business group urges Marcos to champion Philippine version of Trump's One Big Beautiful bill

The country’s oldest business group is urging President Ferdinand Marcos Jr. to advance his administration’s entire agenda through a single bill, similar to the One Big Beautiful Bill recently signed into law by United States (US) President Donald Trump.
The Chamber of Commerce of the Philippine Islands (CCPI) acknowledged that Marcos has been “planting seeds” to realize the promises he made during the campaign trail and the first half of his six-year term.
However, CCPI President Jose Luis Yulo Jr. said the President’s actions have been “too slow,” highlighting the need for more immediate measures.
“We would like it to be faster. As a matter of fact, we would like the idea if he will follow Donald Trump, with the One Big Beautiful Bill,” he told Manila Bulletin in an interview on July 11.
Trump signed the measure on July 4, which the White House described as “a once-in-a-generation piece of legislation.”
The law, which is at the core of Trump’s second term agenda, features across-the-board tax cuts, enhanced defense funding, stricter immigration, and regulatory reforms, among others.
Critics have opposed the law for its tax cuts seen as benefiting only the wealthy and large corporations, deep reductions to social welfare funding, and its projected addition of $3 trillion to the US’ national debt, along with other controversial provisions.
Yulo explained that Trump advocated for the mega-bill to swiftly complete his government’s vision, noting that presidents in the US only have a four-year term.
“The challenge for Marcos is to create [a local] One Big Beautiful Bill. Everything left, ilagay niya na (put it in). One law covering everything, that's what we would like,” he said.
The CCPI president said the group is willing to sit down with legislators allied with the Marcos administration in the upcoming 20th Congress to help craft such a bill.
He added that they will not only support the measure but also actively fight for its passage.
According to the Department of Economy, Planning, and Development (DEPDev), 33 out of the 64 priority bills of the Marcos administration have been enacted into law.
These laws include the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act, Anti-Agricultural Economic Sabotage Act, SIM Card Registration Act, Tatak Pinoy Act, and the measure creating the Maharlika Investment Fund.
With the new slate of lawmakers coming in, the administration is seeking the passage of key measures such as the proposed National Defense Act, Budget Modernization bill, and amendments to the Agrarian Reform Law, Bank Deposits Secrecy Law, and Universal Health Care (UHC) Law.
Yulo said the Marcos version should follow the group’s economic compass pillars 5 (ECOMP-P5) advocacy, which strives to “rebuild the Philippines’ glorious past and navigate the future.”
The group’s main agenda focuses on strengthening the country’s education, industries and businesses, the government, infrastructure and environment, and the economy.
Yulo noted that Marcos should also consider adopting the US’ Department of Government Efficiency (DOGE), an advisory body previously headed by the world’s richest man, Elon Musk, to cut excessive government spending.
He said the country is in need of something like DOGE to ease the “clutter” in the public sector and temper the government’s budget.
Musk, who has since left the Trump administration, initially targeted cutting as much as $2 trillion from the US federal budget, and later revised the goal to just $150 billion.
Based on its website, DOGE has saved an estimated $190 billion. However, critics have asserted that this figure is misleading at best as it includes unverifiable claims and inflated estimates.
