NDRRMC urges public caution as China's rocket debris may fall within PH's waters

The National Disaster Risk Reduction and Management Council (NDRRMC) on Monday, July 14, warned the public, especially residents living in coastal communities, to exercise caution as debris from a Chinese rocket is expected to drop within the Philippine maritime territory.
In a statement, the NDRRMC said China will launch its March 7 rocket from the Wenchang Space Launch Site in Wenchang, Hainan, China at around 2 a.m. to 6 a.m. (PH Standard Time) between July 15 to 17.
It said the rocket debris could fall in multiple designated drop zones approximately 33 nautical miles away from Bajo de Masinloc (Scarborough or Panatag Shoal) in Masinloc, Zambales; 88 nautical miles away from Cabra Island in Occidental Mindoro; 51 nautical miles away from Recto (Reed) Bank in the Kalayaan Island Group or Spratly Islands; and 118 nautical miles away from Busuanga, Palawan.
It cited the warning issued by the Philippine Space Agency (PhilSA) to refrain from retrieving or coming near the rocket debris to minimize the risk from remnants of toxic substances such as rocket fuel.
The Council said personal protective equipment (PPE) is recommended when contact with the debris is necessary.
“The public is advised to immediately inform local authorities of any suspected debris sighted at sea or land,” the NDRRMC said through Memorandum Order No. 165 series of 2025 issued last July 11 and signed by Office of Civil Defense (OCD) deputy administrator for operations Asst. Sec. Cesar Idio.
The NDRRMC advised the Philippine Coast Guard (PCG), Bureau of Fisheries and Aquatic Resources (BFAR), and the National Mapping and Resource Information Authority of the Department of Environment and Natural Resources (DENR-NAMRIA) to consider temporary restrictions and the issuance of notice to mariners, coastal navigational warnings, or navigational warnings in Navigational Area (NAVAREA) XI covering the northwest Pacific Ocean including waters surrounding Philippines, Japan, China, and other parts of East and Southeast Asia, as applicable in the identified drop zones.
