ILOILO CITY – Aklan Gov. Jose Enrique “Joen” Miraflores lauded the public-private partnerships (PPPs) sealed to construct the new passenger building of Caticlan (Boracay) Airport in Malay town.
“The construction of this passenger terminal is a powerful symbol of what is possible when the national government, the private sector and local communities come together with one common goal: To bring tourism and economic prosperity to the next level,” said Miraflores at the groundbreaking ceremony on Monday, July 14.

The governor thanked the administration of President Ferdinand R. Marcos Jr. through the Department of Transportation (DOTr) and businessman Ramon Ang of San Miguel Corp. (SMC) to upgrade the airport for tourists going to and from Boracay Island, the country’s most famous beach destination.
The airport, owned and operated by SMC subsidiary Trans Aire Development Holdings Corp. (TADHC), a subsidiary of San Miguel Corp. (SMC), is the fourth busiest airport in the country.
In 2024 alone, the one-story airport had more than three million passengers.
Once the airport’s two-story passenger building is finished by Megawide Construction Corp., the airport is expected to handle a capacity of seven million passengers per year. “It will soon rise beyond the image of a small passenger building,” noted Miraflores.
On the part of the local governments, Miraflores assured that officials are also doing their part for tourism infrastructure. “We are upgrading our own access roads and upgrading facilities because we know that true progress is shared progress,” added Miraflores.
Also present at the groundbreaking were DOTr Secretary Vince Dizon, Department of Energy Secretary Sharon Garin, Aklan second district Rep. Florencio “Joeben” Miraflores, Aklan first district Rep. Jesus “Jess” Marquez, and Malay Mayor Frolibar Bautista.
