Makati LGU streamlines Yellow Card application process for Makatizens
Makati City Hall
Makati City Mayor Nancy Binay announced on July 11 that the Makatizen Card will no longer be a requirement for the application and renewal of Makati City Yellow Cards as part of the city government's ongoing efforts to streamline public services and improve accessibility for all residents.
The new policy will start to take effect on July 14.
"We continuously review our systems to ensure no resident is left behind. This change reflects our commitment to delivering the best public service to every Makatizen,” Binay said.
According to her, the policy change comes in response to feedback from residents who cited the separate Makatizen Card application process as an additional hurdle.
The city government also recognized that potential delays in public-private partnership (PPP) programs should not prevent residents from accessing essential health services when they need them most.
“The adjustment removes a key barrier for residents seeking healthcare benefits. By eliminating the Makatizen Card requirement, the city aims to make it easier for more residents to access Yellow Card benefits," the mayor noted.
The Yellow Card, formally known as the Makati Health Plus Program, provides qualified residents and their dependents with comprehensive healthcare benefits.
These include free maintenance and prescription medicines, unlimited dialysis and chemotherapy treatments, as well as consultations, laboratory work, and hospitalization at Ospital ng Makati, Makati Life Medical Center, and partner healthcare facilities.
To apply for or renew a Yellow Card, Makati residents must submit basic documents such as an updated Commission on Elections (Comelec) certification or voter verification, and a current PhilHealth Member Data Record (MDR) showing its validity period.
If a valid MDR is unavailable, applicants may substitute any of the following: a certificate of employment or payslip, an updated official receipt (voluntary), or an acknowledgment receipt from PhilHealth ng Masa.
All applicants must also provide a long brown envelope for document storage.
