Senator Mark Villar pushes Magna Carta of Commuters to improve public transport, uphold commuter rights
Manila — Senator Mark Villar is pushing for major reforms in the country’s transport sector through the filing of the Magna Carta of Commuters, a proposed law designed to protect the rights and welfare of Filipino commuters.
Citing the daily struggles of millions who rely on public transportation, Villar said the bill aims to fix long-standing issues in the mass transit system—especially in Metro Manila and other urban centers—such as overcrowding, long lines, dangerous sidewalks, and lack of accessible infrastructure.
“Kitang-kita po na marami sa ating kababayan ang nakadepende sa public transportation para sa araw-araw nilang commute at nakakalungkot po na karamihan sa kanila ay pumipila nang napakatagal at naglalakad sa mga delikadong sidewalk para lang makapasok o pumunta sa kanilang pupuntahan,” the senator said, describing the grim realities faced by ordinary commuters.
Villar lamented that the Philippines remains far behind its Southeast Asian neighbors in providing a modern, reliable public transport network. The Magna Carta of Commuters seeks to reverse this by mandating an inclusive, affordable, efficient, and safe transportation system that also respects the needs of pedestrians and cyclists.
Key provisions of the bill include the development of safer and more accessible infrastructure such as well-lit sidewalks, secure crossings, and pavements designed for persons with disabilities. It also integrates environmental sustainability into urban planning by promoting green public spaces and walkways that support both mobility and ecological balance.
“We will not just build simple infrastructures,” Villar explained, “we will integrate environmentally sustainable urban planning by integrating greenways and green public spaces where people have the option to unwind and enjoy nature.”
He emphasized that commuting should be treated as a basic right—not a burden—and that the government must take active responsibility in guaranteeing safe, convenient, and dignified mobility for all.
“Itinataguyod at sinusuportahan dapat ng ating gobyerno ang mga infrastructure at proyekto na nag-aayos sa ating public transport dahil karapatan nating lahat ang mag-commute ng ligtas at maayos,” Villar added.
Through this legislation, Villar envisions a commuter-friendly Philippines where every citizen, regardless of status or ability, has access to modern and humane transportation.
