Senator Paolo “Bam” Aquino IV is mulling filing a measure that would prevent the spread of scams using artificial intelligence or AI-generated videos.
Aquino said it is high-time to outlaw the use of a person’s image in deepfakes to deceive or defraud the public.
“Kailangang mapatawan ng karampatang parusa ang mga gumagawa ng ganito para manloko ng kapwa (We need to punish appropriately those who conduct such activity to fool others),” Aquino said.
“Tuldukan na natin ang ganitong gawain dahil kadalasan ng mga nabibiktima rito ay mga kababayan natin na pinaghirapan ang naipong pera (Let's put an end to this practice because most of the victims are our countrymen who have worked hard to earn their money)," he said.
At the same time, Aquino urged authorities to investigate the scam video that falsely depicts him encouraging people to invest in a supposed government supported initiative.
The AI-manufactured clip, now circulating on social media, showed a popular female news anchor reporting on the senator’s alleged endorsement of a “national platform for inclusive financial growth.”
The video clip falsely claims that people can earn up to ₱175,000 per week from an initial investment of just ₱15,000.
“Walang katotohanan ang kumakalat na AI video kung saan ini-endorso ko ang isang programa kung saan maaaring kumita nang malaki ang ating mga kababayan kapalit ng investment (The AI video circulating in which I endorse a program where our countrymen can earn a lot in exchange for investment is untrue,” Aquino said.
“Nananawagan ako sa ating awtoridad na imbestigahan at alamin ang mga nasa likod ng AI video na ito at papanagutin sila sa kanilang ginawa (I call on our authorities to investigate and find out those behind this AI video and hold them accountable for their actions),” he said.
