LTFRB Region 3 director launches crackdown on overcharging, colorum vehicles
Land Transportation Franchising and Regulatory Board (LTFRB) Central Luzon Regional Director (Ret.) Gen. Richard Albano has launched a crackdown on colorum vans, unauthorized shuttles, and transport services accused of overcharging passengers.

Albano called on private owners and operators of service vehicles in Bulacan and other parts of Region 3 to visit the LTFRB office to properly secure a franchise if they intend to use their vehicles for public transport.
He assured them that the government is ready to assist those who wish to legalize their operations.
In a bold move to protect commuters, Albano—known for his tough stance against criminal activities during his previous assignments in Bulacan, Pampanga, Quezon City, and Laguna—spearheaded the formation of a multi-agency strike force tasked with eliminating illegal transport operations.
On the first day of operation, authorities impounded more than a dozen Blue Taxis and several luxury vans being operated without valid franchises.
Albano urged the public to report any incidents of overcharging or illegal practices.
“Isumbong po ninyo o ipaalam sa aming tanggapan ang anumang overcharging o illegal na transaksyon na ginawa sa inyo (Please report to our office any instance of overcharging or illegal transaction that was done to you),” he said.
The crackdown is being carried out in coordination with the Land Transportation Office (LTO) Region 3, led by (Ret.) Gen. Ronnie Montejo; Clark Development Corporation’s Vice President for Security Services (Ret.) Gen. Lina Castillo Sarmiento; and Col. Gary Reyes, Chief of the PNP Aviation Security Unit (AVSEU) based at Clark International Airport.
This regional operation mirrors the nationwide campaign initiated by Department of Transportation (DOTr) Secretary Vince Dizon to eliminate unauthorized transport services—particularly those operating at key entry points such as airports and seaports, often targeting tourists and returning Overseas Filipino Workers (OFWs).
It also aligns with President Ferdinand Marcos Jr.'s directive for safer, modernized, and more equitable transportation systems, as emphasized by LTFRB Chairman Atty. Teofilo Guadiz III.
Albano emphasized that the LTFRB will continue monitoring and eliminating all forms of fare abuse and illegal operations.
He said only vehicles with valid franchises and compliant with government regulations will be allowed to operate.
Authorities added that the anti-colorum campaign will expand across Central Luzon in the coming weeks as part of a sweeping regional transport reform initiative.
