DHSUD: Home developers commit 251K housing units to 4PH program

A total of 251,846 socialized housing units were committed by at least 42 private developers to the Expanded Pambansang Pabahay para sa Pilipino (4PH) program of the national government.
The commitment was related in a letter sent to Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling by top officials of the country's four major developers’ groups in an apparent vote of confidence to the recalibrated and expanded government housing program.
These include the Chamber of Real Estate and Builders' Associations, Inc. (CREBA), National Real Estate Association (NREA), Organization of Socialized and Economic Housing Developers of the Philippines (OSHDP), and Subdivision and Housing Developers Association, Inc. (SHDA).
“This commitment is a clear testament that the recalibrated and expanded 4PH as directed by President Marcos Jr. is on the right track. This also strengthens our resolve to provide decent homes and dignified living for government housing beneficiaries under the President’s vision of a Bagong Pilipinas,” Aliling noted.
In a joint letter dated July 7, the four home developers’ groups vowed their “strong and unified commitment” to help address the country's pressing housing needs thru the 4PH.
“In manifestation of our shared optimism towards your administration and the potential of a recalibrated 4PH to deliver meaningful solutions to our country’s overwhelming housing needs, we are pleased to submit the initial list of private developers who have expressed commitment to participate in the production of socialized housing under the program. To date, these commitment total 251,846 units,” the groups stated.
“We see this not merely as a numerical pledge, but as a concrete reflection of the mass housing sector’s confidence in the direction the Department is taking under your stewardship,” they added.
The developers cited the DHSUD's proactive measures towards streamlining of permitting processes, adjustment to price ceilings, updating technical standards for socialized housing, and the ongoing efforts to establish Housing One-Stop Processing Centers (HOPCS).
These efforts, they noted, show the DHSUD’s “serious commitment to eliminating regulatory hurdles that have delayed housing development for decades.”
To fast-track implementation and guarantee the timely delivery of the pledged housing units, the groups also proposed the piloting of a dedicated HOPC that will exclusively handle 4PH-related permits and developer transactions.
They stressed that this initiative would strengthen coordination among key government agencies, local governments, and the private sector, ensuring faster project approvals and accelerating housing construction.
