The efforts of the House quad-committee (quad-comm) and tri-committee (tri-comm) will not go to waste.
Lanao del Sur 1st district Rep. Zia Alonto Adiong, who was an active figure in the two investigations during the previous 19th Congress, vowed that the resulting measures from these inquiries will be filed in the current 20th Congress.
“Ire‑refile natin ‘yan. Pati na rin ‘yung mga bills na natapos na rin sa quad, ire‑refile rin ng mga miyembro ng quad para dito sa 20th Congress (We will refile those. Including the bills that were finished by the quad, the quad members will refile it in the 20th Congress)," Adiong said in a chance interview Monday, July 7.
The filing of bills in the 20th Congress began on June 30.
The quad-comm and tri-comm were special joint panels established by the House of Representatives in the 19th Congress. They held marathon hearings on various controversial topics in aid of legislation.
The former delved into extrajudicial killings, Philippine offshore gaming operators (POGOs), and related issues; while the latter tackled the rising tide of online misinformation and disinformation.
The original tri‑comm recommendations proposed laws designed to guard against unverified claims that can mislead consumers of online content, undermining public trust and harming individuals.
The bills discussed covered formal definitions of disinformation and malinformation, penalties for violators, and compliance obligations for platforms.
In June, the House formally adopted its recommendations, which included measures to define and penalize online falsehoods, require digital platforms and social media personalities to comply with content accuracy standards and enhance tax compliance among digital content creators.
Adiong said the committee’s focus on both transparency and accountability remains critical as the Philippines navigates complex digital spaces.
Meanwhile, the quad-comm issued a set of five legislative measures in June following its investigation into EJKs, POGOs, identity fraud and suspected espionage.
These bills included proposals to classify EJKs as heinous crimes, the prohibition of POGOs, the civil forfeiture of real estate unlawfully acquired by foreign nationals, and strengthening customs enforcement against smuggling and related illegal activity.
Adiong described the issues probed by the quad-comm as urgent concerns that reflect both rule‑of‑law failures and threats to national security.
Former Surigao del Norte 2nd district Rep. Robert Ace Barbers and Manila 3rd district Rep. Joel Chua served as overall chairmen of the quad-comm and tri-comm, respectively.
