Nearly 12K cops to secure Marcos' fourth SONA as Torre orders threat assessment

The Philippine National Police (PNP) will deploy a total of 11,949 police personnel to ensure the safety and security of the fourth State of the Nation Address (SONA) of President Ferdinand Marcos Jr. on July 28 at the Batasang Pambansa in Quezon City.
PNP Chief, Police General Nicolas Torre III called for a special command conference at the PNP National Headquarters in Camp Crame, Quezon City on Tuesday, July 8, where the National Capital Region Police Office (NCRPO) presented its deployment plan for the activity.
The high-level meeting was attended by the NCRPO led by its director, Police Brig. Gen. Anthony Aberin; and the directors of the five police districts in Metro Manila namely the Manila Police District (MPD), Quezon City Police District (QCPD), Northern Police District (NPD), Eastern Police District (EPD), and Southern Police District (SPD).
“Around 12,000 personnel will be deployed for the SONA, including those assigned within the vicinity of the House of Representatives,” PNP spokesperson Police Brig. Gen. Jean Fajardo told reporters in a press briefing after the command conference.
The deployment includes the activation of what Fajardo described as the “Manila Shield”, where police personnel from Central and Southern Luzon will augment those from Metro Manila.
“It is also possible for us to adjust the deployment as preparations for the SONA progress. We have a reserve force that we can tap in case there is a need to deploy more personnel on the ground,” Fajardo noted.
The PNP will also conduct a coordinating conference with the Office of the Sergeant at Arms of the HOR to iron out some of the security protocols that will be observed within and outside the vicinity of Batasang Pambansa.
During the command conference, Torre directed the district directors of the five police districts in Metro Manila to conduct an “honest to goodness threat assessment” for SONA.
“If there is a need to adjust our usual security template, they will provide updated threat estimates, including the possible number of individuals who will conduct activities, particularly rallies for both pro and anti,” Fajardo said.
According to the PNP spokesperson, the NCRPO has already coordinated with the anti- and pro-administration rallyists to make sure they can stage their programs peacefully.
“Just like in previous years, we make it a point not to let them gather in the same area. There should be some distance between them to avoid confrontation. When tensions are high like this, it's better to keep them in separate locations,” Fajardo shared.
She said rallyists can gather at the Freedom Park at the Quezon City Circle. Rallyists are also expected to assemble at the University of the Philippines (UP) Diliman and Commission on Audit (COA) area before marching along Commonwealth Avenue.
Fajardo clarified that protesters will only be allowed until Tandang Sora Avenue.
An advanced command post will be set up at Batasan Police Station 6 while a multi-agency coordination center will be activated at Camp Karingal in Quezon City to oversee and synchronize the PNP’s security operations for the SONA.
