'Wala ng palusot': NCAP violators will now receive notifications via text message, e-mail

Motorists who would commit traffic violations captured by artificial intelligence-capable cameras would now receive a notice of violation through a short messaging system (SMS) and electronic mail.
This, after the Metropolitan Manila Development Authority (MMDA) launched on Monday, July 7, the SMS and e-mail notification system for violations under the No-Contact Apprehension Policy (NCAP).
During the launching of the “May Huli Ka” website where motorists could check if they commit violations last month, MMA chairman Don Artes committed to come up with more technological enhancements for NCAP such as notification, providing a digital platform to contest the violation and evidence viewing.
Artes said the launching of the additional notification feature will be comfortable to all motorists since aside from the fact that it would be real-time notification, they would know that they committed violations even without internet, or mobile data.
“We tied up with a telecom company for the real time notification of violations under NCAP through SMS,” said Artes in a press briefing on Monday.
But he was quick to clarify that the SMS and e-mail notification system is only limited to the AI-capable NCAP cameras and does not cover the manual apprehensions or those using old cameras.
How it works
Once an AI-capable NCAP camera recorded a traffic violation, it will immediately undergo manual verification from a team of traffic experts from the MMDA data center.
“As soon as it is confirmed that there is indeed a violation, the motorist will send an SMS and an email a few seconds or a few minutes after the violation is verified,” said Artes.
This is the message that will appear in the SMS:
“MAY HULI KA! A traffic violation was recorded for your vehicle with plate number ________.
Please visit our official MMDA “May Huli Ka” portal using your plate number and MV file number for verification.”
The sender of the message, according to Artes, is MMDA NCAP.
The same message will also be received through email coming from [email protected].
Anti-scam measure
In order to check if the message is legitimate, Artes explained that a motorist will not be able to see any mobile number when he or she would click the information about the sender in the SMS.
“That is the arrangement we made with the telco. If you click the information about the sender in the SMS and a mobile number appears, that is a scam,” said Artes.
Another anti-scam tip, according to Artes, is that the MMDA will never send a link to the motorists on where to settle the payment of the violation.
“We will never send a link for the payment. The motorist will still have to log in to the “May Huli Ka” portal to settle the fine for their violation,” said Artes.
Update data please
The new notification feature is aimed at providing comfort to the motorists in the implementation of NCAP.
But Artes said motorists have to update their mobile number and e-mail at the Land Transportation Office and the Land Transportation Management System (LTMS) in order to fully avail of the feature.
Aside from the new notification feature, the MMDA is now working on the e-contest, a digital platform to challenge the NCAP violation, and the evidence viewing, or the video of the traffic violation.
He said the improvement is in line with the order of President Marcos for a digital shift of all government transactions.
