Mayor Isko warns absentee job order workers, eyes 7-to-4 work shift

Manila Mayor Francisco “Isko Moreno” Domagoso issued a stern warning on Monday, July 7, to job order (J.O.) employees at the Manila City Hall who have been frequently absent or failing to report for duty.
Speaking during the city government’s regular Monday flag-raising ceremony, Domagoso stressed the importance of accountability in public service, especially from contractual workers whose salaries are funded by taxpayers.
The mayor also floated a plan to adjust the city hall’s working hours, from the current 8 a.m. to 5 p.m. schedule to a proposed 7 a.m. to 4 p.m. shift.
“I will hear you. I will listen to you and I will follow your decision,” he told employees gathered at the city hall grounds.
The suggestion was put to an informal vote during the ceremony and reportedly gained majority support from employees present.
The city government's proposal will undergo further consultation before any formal order is issued.
According to Domagoso, the earlier schedule aims to improve government productivity while helping employees avoid peak-hour traffic.
Domagoso concluded his remarks by reminding both regular and job order personnel that public service is a full-time responsibility, not just a sideline.
