Philippines, Korea project trains youth for green digital construction jobs

The Department of Labor and Employment (DOLE), in collaboration with the government of the Republic of Korea, is rolling out a regional initiative to equip Filipino youth with essential skills for emerging jobs in the green and digital construction sector.
Launched in Manila on Jun. 26, the initiative titled Advancing Digital and Green Skills for Youth in ASEAN gathered government agencies, training institutions, and labor and industry groups to promote enterprise-based learning and workforce sustainability.
The program includes localized training for Filipino youth, the development of regional skills standards for the construction sector, and a training-of-trainers program for educators across ASEAN.
DOLE Undersecretary for Employment and Human Resource Development Carmela I. Torres underscored the need to align workforce development with the global shift toward digitalization and sustainability to meet growing labor demands.
She cited International Labour Organization (ILO) Recommendation 208 on Quality Apprenticeships as a benchmark for inclusive and effective training systems, adding that the global green transition could generate over 8 million youth jobs by 2030.
The ILO, which is leading the implementation in partnership with Korea, recognized DOLE’s role in workforce transformation and noted the Philippines’ designation as a pathfinder country under the UN Global Accelerator on Jobs and Social Protection.
ILO Senior Specialist Akiko Sakamoto said the initiative addresses urgent regional labor issues—including urbanization, infrastructure growth, and declining youth participation in construction—while aligning with environmental and digital standards.
Findings from a study on digital and green skills in the Philippine construction industry were validated during the launch and will guide the development of ASEAN-wide training curricula by 2026.
Support for the initiative was also expressed by officials from the ASEAN Constructors Federation, TESDA, the Philippine Constructors Association, and the Trade Union Congress of the Philippines.
