DHSUD recalibrates pricing of housing units to ensure affordability

The Department of Human Settlements and Urban Development (DHSUD) has started the review and recalibration of the pricing of socialized housing projects across the country in a bid to make them fair and affordable to Filipino families.
DHSUD Secretary Jose Ramon P. Aliling said the mass housing pricing was among those discussed during the recent engagements with various stakeholders which also served as a venue for the discussion of the need to align and update government policies to the needs of the housing sector.
“The initiative ensures that the price ceiling and policies remain fair, practical, and responsive to the needs of Filipino families, striking a balance between affordability for homebuyers and sustainability for developers and partner agencies,” said Aliling.
We must ensure that our housing policies are responsive to the needs of our fellow Filipinos. We have to balance affordability and sustainability. This is not about numbers, this is about equity—making sure that no Filipino is left behind,” he added.
Aliling said the review forms part of the broader push under President Marcos’ Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which now includes horizontal developments or subdivision-like housing projects, and other modalities to better cater to the needs of the Filipino people.
The discussions wherein Aliling was represented by Assistant Secretary Frank LLoyd Gonzaga also focused on Aliling’s housing policies that are aligned with the country's Sustainable Development Goals.
The TWG includes DHSUD officials, alongside representatives from the Subdivision and Housing Developers Association, Inc. (SHDA); National Real Estate Association, Inc. (NREA); Chamber of Real Estate and Builders' Associations (CREBA); and Organization of Socialized and Economic Housing Developers of the Philippines, Inc. (OSHDP).
The group aims to finalize its recommendations by October 2025 for the planned revision of Joint Memorandum Circular No. 2023-003 dated 19 October 2023 on Adjusting the Price Ceiling for Socialized Subdivision and Condominium Projects.
Previously, Aliling also met with officials of different non-government organizations and private groups to get their inputs on how to improve and expand the government's flagship housing program.
