QCPD readies ground security plans for SONA 2025

The Quezon City Police District (QCPD) is leading local security preparations for President Ferdinand Marcos Jr.’s 4th State of the Nation Address (SONA) on July 28, with a focus on ensuring peace and order during the high-profile event.

The QCPD led the 1st Inter-Agency Coordinating Conference on Thursday, July 3, at the Hinirang Social Hall in Camp Karingal, Quezon City. 
The meeting gathered key law enforcement agencies and government offices to align security strategies for the President’s address.
QCPD Director Col.  Randy Glenn Silvio emphasized the district’s critical role in managing ground operations, especially with expected protests and public activities on the day of the SONA.
“Sa harap ng inaasahang mga kilos-protesta, pagtitipon, at iba pang aktibidad kaugnay ng SONA 2025, mahalaga ang ating papel sa pagtitiyak na mananatili ang kapayapaan at kaayusan (In light of the expected protests, gatherings, and other activities related to SONA 2025, it is important to recognize our role in ensuring that peace and order are maintained),” he said. 
“Hindi natin kinakalaban ang karapatang magpahayag bagkus ay sinisiguro natin na ito’y maisasakatuparan sa paraang ligtas, maayos, at may paggalang sa batas (The government is not against the right to free expression; rather, it is committed to ensuring that such rights are exercised in a safe, orderly, and lawful manner),” Silvio added. 
Silvio said the QCPD is fully prepared and is working closely with intelligence units, traffic enforcers, and crowd control teams. 
The Batasang Pambansa Complex, where the SONA will be held, is under QCPD’s jurisdiction, making its role especially crucial.
With protest actions and large gatherings expected, the district is finalizing security zones, deployment plans, and contingency measures to ensure public safety while respecting civil rights.

The conference was attended by NCRPO Regional Director Maj. Gen. Anthony Aberin, along with representatives from the PNP’s regional and district offices, the Presidential Security Group, and the Armed Forces of the Philippines (AFP).
Personnel from the MMDA, BJMP, BFP, Philippine Coast Guard, and other support agencies were also present.
Participants from national and regional agencies joined both onsite and online to come up with a unified and coordinated approach to securing one of the country’s most important political events.
