Metro cities declare suspension of classes due to 'habagat' rains, floodings

Major cities in Metro Manila declared the suspension of classes on Thursday, July 3, due to moderate and heavy rains brought about by the southwest monsoon or “habagat” and flash floodings.
The Manila City government ordered the suspension of face-to-face classes in public and private schools from Kindergarten to Senior High School (SHS) starting at 12 p.m. on Thursday, July 3
The decision was made as a precautionary measure due to the inclement weather, prioritizing the health and safety of students, teachers, and school personnel.
In line with this, the Manila Disaster Risk Reduction and Management Office (MDRRMO) has assured the public of its full preparedness for any possible impact caused by the habagat-induced rainfall.
Pasig, Mandaluyong, San Juan
The local government of Pasig suspended in-person classes from kindergarten to senior high school, early childhood care and development (ECCD), and alternative learning system (ALS) programs in both public and private schools in the city due to the yellow rainfall warning on Thursday.
The local government of Marikina also suspended classes from 10 a.m. onwards at all levels, both in public and private schools, due to the expected continued rainfall in the afternoon.
The Mandaluyong City local government also announced the suspension of afternoon classes in all levels.
According to the city's Public Information Office (PIO), morning classes in the city will continue as scheduled.
The San Juan City local government also announced the suspension of afternoon classes in all levels on Thursday, July 3, Mayor Francis Zamora said.
Classes will be suspended by 12 p.m. to ensure the safety of students and school staff.
He also urged the public to monitor his official Facebook page and other official channels of the city government for other announcements.
Caloocan, Quezon City
In Caloocan, the City’s Public Information Office (PIO) announced that face-to-face classes for Early Childhood Care and Development (ECCD), Alternative Learning System (ALS), and all levels from Kindergarten to Senior High School in both public and private schools would shift to asynchronous learning starting 10 a.m.
The move was based on the recommendation of the city’s Disaster Risk Reduction and Management Department (DRRMD) as a precautionary measure.
The Quezon City government announced the suspension of afternoon classes in public schools based on the recommendation of the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO).
Face-to-face classes under the Early Childhood Care and Development (ECCD), Kindergarten to Senior High School and Alternative Learning System (ALS) programs were suspended to ensure the safety of students and teaching personnel.
The local government clarified that private schools and higher education institutions have the discretion to suspend classes based on their assessment.
However, the LGU strongly urged school administrators to heed official advisories in consideration of the safety and well-being of students and faculty.
As of 5 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) raised the yellow rainfall warning in Metro Manila, as well as in Bataan, Cavite, Rizal, Bulacan, Zambales, and Batangas. This level of rainfall may cause flooding in low-lying or flood-prone areas.
During a typhoon, DepEd said that classes and work, both in-person and online, from kindergarten to grade 12, as well as ALS programs, are “automatically cancelled” in schools located in local government units (LGUs) placed under Tropical Cyclone Wind Signals (TCWS) No. 1, 2, 3, 4, or 5 by PAGASA.
Valenzuela, Malabon
The local governments of Valenzuela and Malabon Cities also suspended face-to-face and online classes due to heavy rains.
In Valenzuela, both public and private schools from Kindergarten to Senior High School were directed to cancel all classes, including online learning. In-person classes in colleges and universities were also suspended.
The class suspension in Valenzuela was implemented in accordance with Ordinance No. 1175, Series of 2024, which outlines protocols for suspending classes and work in times of disasters and natural calamities.
In Malabon, the Schools Division Office (SDO) announced a shortened school day for elementary and secondary public schools due to persistent rainfall and high tide conditions.
Classes were held only until 10 a.m. and shifted to asynchronous learning for the rest of the day.
Private schools were given the discretion to decide on their class schedules based on prevailing conditions.
Muntinlupa
Muntinlupa Mayor Ruffy Biazon suspended afternoon classes in all levels in public and private schools on July 3 due to a forecast of heavy rains.
He also suspended all kindergarten classes in Muntinlupa.
Morning classes continued as scheduled, which was recommended by the Schools Division Office of Muntinlupa.
Las Piñas, Paranaque, Pasay
Las Piñas City Mayor April Aguilar also ordered the suspension of classes in all levels, both in public and private schools, on July 3.
Aguilar ordered the immediate suspension of classes at around 9:00 a.m. to ensure the safety of students, teachers, and its employees.
The city government of Paranaque also suspended afternoon classes in all levels, both in public and private schools.
Paranaque City Mayor Edwin Olivarez ordered the suspension of afternoon classes based on the recommendation of the City Disaster Risk Reduction and Management Office (CDRRMO).
Pasay City Mayor Emi Calixto-Rubiano ordered the suspension of classes in all levels, both in public and private schools, upon the recommendation of the City Disaster Risk Reduction and Management Office (CDRRMO).
Taguig, Pateros
The local governments of Taguig and Pateros suspended classes on July 3 due to bad weather.
The Taguig City government announced, “Afternoon classes in all levels (Public and Private Schools) in the City of Taguig are suspended today, July 3, 2025, in light of the Yellow Heavy Rainfall Warning issued by PAGASA and the risks posed by continuous rains, particularly to students’ safety while commuting. All affected classes are advised to shift to modular learning.”
The Pateros municipal government suspended classes starting at 10 a.m. in all levels in public and private schools due to the rains brought about by a low pressure area.
Cavite
Gov. Abeng Remulla announced the suspension of classes in the province on Thursday, due to intermittent weather.
The class cancellation applies to all levels, public and private.
“Walang pasok, Caviteños! Suspendido ang klase sa lahat ng antas sa buong lalawigan ng Cavite!” Remulla wrote in a Facebook post.
“Pahinga muna ang bag, uniform at alarm clock — pero huwag ang pagdarasal at pag-iingat! I-tag na si tropa, teacher at si crush — baka di pa nila alam!”
In Cavite, rivers and their tributaries are likely to be affected, including Laboc (Balsahan), Cañas, Ylang-Ylang, Imus, and Maragondon rivers.
PAGASA also issued a heavy rainfall warning at 5:00 a.m., placing Cavite, Metro Manila, Bataan, Rizal, Bulacan, Zambales, and parts of Batangas under a yellow warning level, warning of possible flooding in low-lying and flood-prone areas.
Residents near waterways were advised to take precautions.
Flood threat looms over communities near Pasig-Marikina-Laguna de Bay, Tullahan River basins
Flood bulletins
PAGASA issued flood bulletins for the Pasig-Marikina-Laguna de Bay and Tullahan River basins due to light to moderate rains brought by the southwest monsoon or “habagat.”
The bulletins, in effect from 6 a.m. to 6 p.m., warn of potential increases in water levels across several rivers and tributaries that could lead to flooding in adjacent communities.
Areas at risk are:
* Upper Marikina River: Rodriguez, Antipolo, and San Mateo (Rizal); Quezon City; and Marikina City
* Lower Marikina River: Pasig City, Mandaluyong City
* Pasig River: Pasig City, Makati City, Mandaluyong City, Manila City
* San Juan River: Quezon City, San Juan City, Manila City
* Mango River: Rodriguez, Rizal
* Nangka River: Marikina City; San Mateo and Antipolo (Rizal)
* Cainta River: Cainta, Rizal
* Taytay River: Taytay, Rizal
* Buli Creek: Pasig City, Cainta
* Tullahan Rover: Quezon City, Caloocan City, Malabon City, Navotas City, Valenzuela City
Residents living near riverbanks, mountain slopes, and low-lying areas were urged to remain vigilant for possible flash floods.
Local disaster risk reduction and management councils have also been advised to stay on alert.
“Road and street flooding is possible in several areas due to impounding water, poor or clogged drainage systems, and higher tide levels, which could render some roads not passable,” PAGASA added.
