Baricuatro lifts Garcia ban vs entry of hogs, livestock in Cebu

CEBU CITY – In a bid to bring down pork prices, Gov. Pamela Baricuatro has ordered the lifting of the ban on the entry of hogs and livestock into the province of Cebu.
Baricuatro signed a series of executive orders that eased the movement of livestock and meat products.
EO Nos. 16, 17, and 18 took effect immediately, Baricuatro said on Thursday, July 3.
Baricuatro said the restriction imposed by her predecessor, Gwen Garcia, caused pork prices to shoot up.
Garcia imposed the ban to prevent the spread of African Swine Fever (ASF) in the province.
Baricuatro said the decision to lift the ban was made following consultations with the Department of Agriculture, Bureau of Animal Industry (BAI), and the Provincial Veterinary Office (PVO).
While the ban has been lifted, measures to protect the hog industry in the province will still be in place, the governor said.
EO 16 titled “An Order Lifting the Restrictions on the Entry of Livestock Meat and By-Products from Surrounding Provinces into the Province of Cebu, Subject to Regulatory Compliance and Biosecurity Measures” is meant to ease movement restrictions to support economic recovery, particularly the revitalization of the local livestock and food industries.
EO No. 17 titled “An Order Lifting the Mandatory Down-Time Period for Livestock Transport Carriers, Subject to Compliance with Biosecurity and Sanitation Measures” lifted the mandatory down-time period for livestock transport carriers entering or operating within Cebu.
The policy was supposed to require carriers to undergo a rest period to allow thorough cleaning and disinfection between trips as part of ASF containment.
Baricuatro said while the down-time requirement is no longer in effect, livestock carriers must continue observing key biosecurity protocols such as carrying out thorough disinfection of vehicles and holding compartments before and after every transport cycle.
EO No. 18 titled “An Order Lifting the Requirement for Livestock Transport Passes for the Movement of Livestock into and Within the Province of Cebu Subject to Regulatory Compliance and Biosecurity Measures” lifted the requirement for a Livestock Transport Pass for the transport or movement of livestock into or within the province.
Baricuatro ordered all transporters to comply with minimum regulatory requirements.
Movements of live animals must still be accompanied by a valid Veterinary Health Certificate issued by a licensed veterinarian, the governor ordered.
Handlers must also secure a Livestock Handler’s Permit and observe proper biosecurity protocols during transportation.
Garcia issued an EO in 2019 that banned the entry of pork and pork products from ASF-affected countries.
In 2023, Garcia reimposed similar restrictions before eventually banning live pigs, pork, and related products from Negros Island and Bohol.
