Digital, health-centric bills fill Tan's legislative portfolio

For his second term in the House of Representatives, Quezon 4th district Rep. Keith Micah “Atty. Mike” Tan has decided to pursue digital and health security-centered measures, at least in the early days of the 20th Congress.
Tan--an assistant majority leader during the previous 19th Congress--is a staunch advocate of responsible innovation and human-centered policymaking.
Among the tech-related measures Tan filed were House Bill (HB) No. 657, or the Internet and Social Media Regulation for Fair Elections Act; HB No. 658, or the Artificial Intelligence (AI) Regulation Act; HB No. 659, or the Artificial Intelligence Development Act; HB No. 660, or the Cybersecurity Act; and HB No. 661 or the Online Network Philippines (OnNetPH) Act.
“These bills respond to urgent digital threats while ensuring we harness innovation to uplift Filipino lives. Elections must be protected from disinformation, AI must be guided by ethics, and cyberspace must be secured,” Tan said.
Complimenting the reelected solon's bills on technology governance and cybersecurity are his measures on public health preparedness.
His health-centered proposals include HB No. 662, or the Philippine Health Security Act; HB No. 663, or the Healthy Pilipinas Act; HB No. 664, or the Amendments to the Comprehensive Tuberculosis Elimination Plan Act; HB No. 665, or the Philippine Center for Disease Prevention and Control (CDC) Act; and HB No. 666, or the Barangay Integrated Development Approach for Nutrition Improvement (BIDANI) Act.
Tan emphasized that these health measures were crafted with the lessons of the recent global and local health crises, particularly the Covid-19 pandemic, in mind.
“Health emergencies are no longer rare events. Kailangan ng mamamayan ang sistema (The people need a system)–a system that is preventive, responsive, and inclusive. These bills invest in health literacy, preparedness, and long-term community well-being,” he said.
“Each of these bills was crafted with a clear purpose: to serve as lifelines of policy—whether that’s protecting children from malnutrition, workers from job displacement due to AI, or voters from digital manipulation,” added the lawyer-congressman.
Monday, June 30 marked the first day of the filing of measures for the members of the 20th Congress. The solons were allowed to file a maximum of 10 bills that day.
