DAVAO CITY – Police Regional Office-11 Director Police Brig. Gen. Joseph R. Arguelles said that acting Mayor Sebastian Duterte will decide the next Davao City police chief.
Arguelles said in an interview with the Manila Bulletin on Wednesday, July 2, that Duterte has the authority to choose from three nominees recommended by the Philippine National Police.
“We, the police regional directors, could only elect. Then, we will present the three nominees for selection, which is up to the city mayor to choose who will be the city police director,” Arguelles said.
“That is why I placed one of my deputies as the officer-in-charge of the Davao City Police Office while waiting for the applicants or names for selection, which will be presented to the city mayor sooner or later.”
Arguelles stressed that while the PNP aims to remain apolitical, they will not hesitate to appoint leadership if there is no action from local chief executives. If you do not choose, we’ll do so on your behalf. As much as possible, we keep politics separate from police matters.”
Police Col. Marinao Rodriguez is the officer-in-charge of the DCPO as the PNP continues its search for a permanent successor to Police Col. Hansel Marantan who was assigned to the Peace Process and Development Center in Camp Crame, Quezon City.
Marantan said his position entails working closely with various government agencies to help resolve armed conflicts and promote peace efforts, particularly with groups such as the Bangsamoro Islamic Freedom Fighters and Abu Sayyaf Group.
He bade farewell to his fellow officers at the DCPO, local government officials, and people of Davao City on June 30.
Marantan filed a request for relief from his position due to health concerns.
Arguelles confirmed an ongoing reshuffling of police personnel throughout the region, including potential changes in provincial directors, following the oath-taking of newly elected government officials.
“We’re considering changes in our provincial directors, but we started with our staff. Some have already left after being promoted and reassigned to other regions,” Arguelles said.
Arguelles said the reshuffling of personnel started with those who have served in their current posts for two years or more.
He added that the majority of the police officers, including officers, in the region must move to advance in their careers and give chances to others.
The PRO-11 assured the public that transitions are being handled smoothly and are aligned to professionalize the force and improve local law enforcement. He also reminded everyone to continue to do their jobs as police officers.
PNP chief Gen. Nicolas Torre III overhauled the regional leadership since taking over last month, relieving three of the six police regional directors in Mindanao, including the head of the Bangsamoro Autonomous Region.
The reshuffling affected Police Brig. Gen. Jaysen de Guzman of the PRO-11 (Northern Mindanao), Police Brig. Gen. Leon Victor Zamora Rosete of the PRO-11, and Brigadier General Romeo Macapaz of the PRO-Bangsamoro Autonomous Region.
Torre said the move is in response to growing security challenges in multiple regions following the elections and start of preparations for the Bangsamoro Autonomous Region in Muslim Mindanao elections later this year.
