Teodoro proclaimed as Marikina solon following delay complaints
Former Marikina City Mayor Marcelino Marcy Teodoro was finally proclaimed as the city's 1st District Representative on Tuesday, July 1, following alleged delays by the local Commission on Elections (Comelec) office in carrying out the proclamation.

Teodoro took his oath of office at the Marikina Hall of Justice before Regional Trial Court (RTC) Branch 273 Judge Romeo Dizon Tagra just hours after the Comelec Marikina City Board of Canvassers (CBOC) convened to formalize his proclamation.
He had earlier criticized the local Comelec office for delaying his proclamation despite a resolution from the Comelec en banc reinstating his candidacy.
In a media interview on Tuesday, Teodoro claimed that the CBOC had allegedly refused to convene for his proclamation, earning the ire of his supporters who trooped to the office.
“Napaka-arbitrary. Wala kaming makitang logical na sinasabi ang Marikina Comelec kung bakit ayaw nila mag-convene. Ang sinasabi nila kailangan pa raw mag-order ang Comelec en banc ng resolution na inuutusan sila na mag-convene. Ang sabi nila, basta natanggap na nila ang certificate of finality ng en banc resolution pwede na mag-convene at pwede na silang mag-proclaim (Their actions are arbitrary. We cannot see any logical reasoning as to why they haven't convened yet. They are saying that they still need the Comelec en banc to pass a resolution ordering them to convene. They said that once they receive the certificate of finality of the en banc resolution, that's the time for them to convene and proclaim),” Teodoro said.
“Unnecessary ‘yung delay and it is not only affecting ‘yung individual standing ko but it is the district that is being affected (The delay was unnecessary as it is affecting not only my individual standing but also the district I am representing),” he added.
Teodoro also said his camp would file an administrative complaint and a grave abuse of discretion case with the Ombudsman against the local election officer.
In a 38-page resolution promulgated on June 25, the Comelec en banc granted Teodoro’s consolidated motions for reconsideration and reversed the First Division’s December 11, 2024 ruling that canceled his certificate of candidacy (CoC).
The poll body affirmed that the resolution had become final and executory as no restraining order was issued by the Supreme Court (SC) within the five-day window after its promulgation.
