CAVITE – Newly installed Noveleta Mayor Davey Reyes Chua set the tone for his term as he issued a “no frowning, no rudeness” order among employees of the municipal hall on his first day of office on Monday, June 30.
Executive Order No. 1, Series of 2025, directs local officials and municipal employees to promote a culture of modesty, humility, and courtesy.

“Dahil naniniwala ako na ang lahat ng opisyal at empleyado ng pamahalaan ang siyang dapat magsilbi sa taong-bayan at hindi siya ang pagsisilbihan (Because I believe that all government officials and employees should serve the people, and not the other way around),” Chua said in a statement posted on the Municipality of Noveleta’s official Facebook page.
Aside from requiring employees to wear a smile, Chua also reminds public servants to avoid lavish purchases and extravagant activities.
The directive emphasizes that government officials and employees are expected to act efficiently and promptly in addressing the needs of the public.
This work ethic, according to the executive order, will guide the new administration’s efforts to earn the public’s trust in accordance with the law.
