CEBU CITY – Cebu fifth district Rep. Vincent Franco “Duke” Frasco recently inaugurated a P5-million day-care center and a P10-million one-story, three-classroom school building in Carmen in time for the new school year.
“These are more than just buildings but safe, nurturing spaces that can shape the future of every child who walks through their doors,” said Frasco. “As classes resume, we want our learners to know that their right to quality education is backed by a learning environment that truly supports them.”
The day-care center was purpose-built to meet early childhood development standards, with age-appropriate facilities, sanitation provisions, and ventilation for the comfort and safety of young learners.
The school building helps address classroom shortages in upland areas, ensuring students can learn in less crowded, more conducive settings.
Frasco also inaugurated a P10-million, three-classroom building at Basak Integrated School in Compostela and a P10-million project at Catmondaan Elementary School in Catmon.
The island municipality of San Francisco, Camotes Island received two separate P10-million, three-classroom buildings at Campo Integrated School.
Support facilities were also opened – a P5-million covered court at Dawis Norte Elementary School in Carmen, multi-use structures at Binongkalan Elementary School and communities such as San Jose, Catmon, Santiago, and Unidos in San Francisco.
These serve not just as sports and activity areas, but also as protective venues for school and community gatherings during emergencies.
Frasco also turned over personally funded contributions support teachers, parent-teachers associations, and student welfare – donations ranging from P24,000 to P100,000 for classroom needs, faculty development, direct assistance to learners in remote schools, and special activities such as World Teachers' Day celebrations.
“As we usher in a new academic year, we are reminded that meaningful education reform cannot begin and end in curriculum alone; it must also be grounded in the physical spaces where learning takes place,” Frasco said.
“By investing in resilient, inclusive, and learner-centered school environments, we reaffirm our commitment to shaping not only well-informed students but also empowered citizens. These infrastructure projects are a reflection of the value we place on education as a cornerstone of national development and social mobility.”
