Manila Mayor Francisco “Isko” Moreno Domagoso on Monday, June 30, inherited an empty office and unpaid debts as he assumed his post as city mayor.
Domagoso cited the absence of a proper transition from the previous administration.

He said that upon entering the mayor's office inside the Manila City Hall, he noticed that even basic office furnishings like curtains and microphones have been removed.
He also showed a vault in the inner rooms.
In a press conference, the mayor highlighted the problems currently facing the city, particularly the issue of uncollected garbage.
“Makakapag-opisina naman ako kahit walang la mesa eh (I can still do my job even without a desk), Domagoso said.
While he expressed his administration’s intent to move forward, he underscored the importance of accountability and proper turnover in government.
Domagoso also revealed that he has not yet had the chance to inspect the entire city hall building, as his attention was immediately drawn to urgent letters from the city’s garbage contractors.
He first served as city mayor in May 2019, succeeding former Manila Mayor Joseph “Erap” Estrada. After serving one term until 2022, Domagoso ran for president but was unsuccessful. His return to Manila City Hall marks the start of a new chapter in his political career.
