Makati City grants permanent employment status to over 1,600 City Hall employees — Mayor Abby

A total of 1,695 Makati City Hall employees have been given permanent employment status by the administration of Makati City Mayor Abby Binay, as part of her efforts in fostering job security and promoting service excellence in the city.
During her nine-year term, Binay introduced new incentives and benefits that have significantly contributed to the well-being of city government employees, motivating them to perform their duties better and strive to become excellent civil servants. 
“Competent and motivated workers are the backbone of efficient and quality public service,” the mayor said.
“By providing security of tenure and recognizing their valuable role in the city government organization, our employees are inspired to excel and serve our constituents better,” she added.
The local chief executive had also approved the conversion to casual status of some 698 job order (JO) personnel for their conscientious performance, and the promotion of 704 qualified casual employees. 
Binay had previously led the recognition of 207 loyal employees who have been in the service for 30 to 45 years in an awarding ceremony at the Dusit Thani Manila.
The hailed individuals each received cash gifts ranging from P25,000 to P40,000, a Seiko customized wristwatch, and a glass plaque. This year’s outstanding offices and employees, together with 82 retirees, were also feted at the ceremony.
Launched in 2016 shortly after she took office, the annual Loyalty Service Award provides financial incentives for regular and casual personnel who have served in the Makati city government for at least 10 straight years. Aside from a certificate of recognition, each awardee has received a cash incentive of P10,000.
After their 10th anniversary, employees are given a P5,000 incentive for every milestone of five years.
Overall, the city has spent P83.5 million on the cash incentives given to loyal employees.
In 2017, Mayor Abby initiated enhanced GSIS benefits through the Makati GSIS Group Personal Accident Insurance (GPAI) Program, renewable every year.
Funded under the city’s Peace and Order and Public Safety (POPS) Plan, the GPAI program covers city government employees as well as barangay employees with the following benefits: ₱1 million for accidental death/dismemberment; P50,000 for medical reimbursement; and ₱10,000 for bereavement assistance.
The city’s continuing support for the program earned two consecutive GSIS Seal of Protection Gold Awards in 2023 and 2024. 
Additionally, the Civil Service Commission — National Capital Region conferred a Certificate of Recognition on Makati for its attainment of Maturity Level 2 on recruitment, selection, and placement, and rewards and recognition under its Human Resource Systems.
In 2022, Makati implemented the Performance-Based Bonus (PBB) program and started granting step increments to qualified employees.
The city also implemented the Night Differential Pay program to enhance employee benefits in 2024.
