LTO suspends license of TNVS driver accused of raping passenger

The Land Transportation Office (LTO) suspended the license of a Transportation Network Vehicle Service (TNVS) driver for 90 days after he was arrested for allegedly raping his female passenger.
LTO Chief, Asst. Sec. Vigor Mendoza II said the driver faces a violation of being an improper person to operate a motor vehicle, which is punishable by the revocation of the driver’s license.
The preventive suspension of the driver’s license is pending the conduct of an investigation by the LTO to determine whether or not it should be revoked.
Mendoza said Department of Transportation (DOTr) Secretary Vince Dizon was furious when he told him about the incident.
“The instruction of Secretary Dizon is to make sure that this driver is punished if the pieces of evidence [are] strong based on the conduct of the investigation,” Mendoza said.
The LTO chief, however, said they will serve a show cause order to the driver so he could present his side of the story “in the spirit of due process.”
The driver was arrested by the police in his home in Cainta, Rizal based on a complaint from the female passenger.
According to the National Bureau of Investigation (NBI), the victim booked a car through a ride-hailing application and was picked up by the driver somewhere in southern Metro Manila around 3 a.m. on June 15.
The NBI said the victim fell asleep but was awakened to find that the driver was already on top of her while the vehicle had come to a full stop.
Citing an account from the victim, the NBI said that “she felt something being inserted into her genitals” and pleaded for the driver to stop in between tears. However, the driver allegedly refused to heed her plea and even punched her in the abdomen when she tried to fight back.
The victim only managed to escape when the driver “moved in front of the car to get something.”
The victim said she quickly sought the help of residents nearby while the driver took her necklace valued at P35,000, and a bag which contained a cellular phone and other personal belongings.
The driver was apprehended in a hot pursuit operation led by the NBI-National Capital Region. He is now under the custody of the authorities and facing charges for robbery with rape.
