Outgoing Bacolod vice mayor, 4 councilors feted

BACOLOD CITY – Vice Mayor El Cid Familiaran and four councilors were recognized by the City Council for dedicating their time, expertise, and tireless efforts for the betterment of this highly-urbanized city.

After serving three terms as vice mayor since 2016, Familiaran, also a presiding officer of the Sangguniang Panlungsod (SP), turned over a gavel to Councilor now Vice Mayor-elect Claudio Jesus Puentevella as a symbol of authority during their 156th regular session on Wednesday, June 25.
“It has been an honor. After nine fruitful years as your vice mayor and presiding officer, I can proudly say that I am happy with what we have achieved to make Bacolod City what it is,” Familiaran said.
In a message to his fellow public servants in the Council, Familiaran thanked them for their trust, confidence, and respect given to him throughout his journey.
“My heart is full. I leave this post with pride and peace of mind, knowing that in the times that we have spent together, we did our work with purpose,” he said.
Familiaran also thanked them for their unwavering friendship, support, and dedication that they shared over the years.
He stressed that the sincere intent to serve the people of this city has made this august body more than just legislators and lawmakers. At some point, he said they have become a family despite political alliances, and have become a part of the force that, together with the executive, created ways for this city to realize its true potential.
Familiaran is hopeful for what lies ahead under the leadership of the newly-elected officials. He urged Puentevella to learn from his predecessors. “Speak your truth, stand firm with your decisions, and always do what you believe is right for our city,” he said.
Familiaran ran for mayor in the May 12 midterm elections but lost to outgoing Rep. Greg Gasataya.
Councilor Em Ang, SP chairperson of the Committee on History, Culture, and Arts, passed a resolution extending sincerest appreciation and recognition to Familiaran for his outstanding and dedicated service as vice mayor to this city from 2016 to 2025.
She said that Familiaran, a longtime public servant, rendered 21 years as barangay chairman and councilor before running as vice mayor after serving two consecutive terms as No. 1 city councilor, spearheading various committees.
He was also recognized for holding the record of being the only vice mayor here to serve three consecutive terms, and had dedicated himself wholeheartedly into leading the Council presiding over sessions, public hearings, and supporting the passage of ordinances and resolutions.
“His leadership, guidance, and collaborative spirit have been instrumental in shaping policies and programs that have fostered growth, development, and unity within our city,” Ang stated.
Ang also passed resolutions appreciating and recognizing the dedicated services of Councilors Cindy Rojas and Renecito Novero for three consecutive terms since 2016.
Ang stated that Rojas and Novero demonstrated unwavering commitment to the welfare and progress of this city, serving as chairperson of various committees and championing initiatives that have significantly improved the lives of the constituents.
A resolution was passed recognizing Councilor Simplicia Distrito and Councilor Vladimir Gonzales for their dedication, leadership, and commitment to public service that significantly contributed to the city's progress.
Distrito served as councilor for two terms from 2019 to 2025 while Gonzales served from 2022 to 2025.
