Mayor Joy receives 3rd Presidential Lingkod Bayan award
Quezon City Mayor Joy Belmonte has been named Regional Winner of the Presidential Lingkod Bayan Award for the third consecutive year under the Civil Service Commission’s (CSC) Honor Awards Program (HAP) in the National Capital Region.
The award recognizes Mayor Belmonte’s exemplary leadership and the wide-reaching impact of her administration’s programs, many of which have been adopted as models of innovation and inclusive governance across the country.

In its citation, CSC-NCR praised Belmonte for her outstanding performance as a public servant and for spearheading initiatives with measurable and replicable outcomes at the national level.
“This award affirms the effectiveness of our programs and the dedication of our team,” Belmonte said.
“Above all, it reaffirms our unwavering commitment to serve every QCitizen with excellence, compassion, and integrity,” she added.
Belmonte also dedicated the award to the QCitizens.
“This recognition belongs to the millions of QCitizens who continue to place their trust in our leadership. I share this award with each one of you,” she said.
Also recognized was Quezon City Administrator Michael Victor Alimurung, who was named Regional Winner of the Pag-asa Award for his role in driving the city’s transformation through innovation, systems reform, and digital governance.
The Honor Awards Program named only 23 regional winners nationwide.
Quezon City was one of only two local government units recognized, and the only LGU with two awardees.
The CSC Honor Awards Program is the highest recognition given to individuals and groups in the Philippine civil service for demonstrating exceptional public service, leadership, and contributions to national development.
