Department of the Interior and Local Government (DILG)-Bacolod Director Christian Nagaynay said they received her resignation letter on June 20. She stated personal concern as the reason for stepping down. Familiaran is the daughter-in-law of outgoing Vice Mayor El Cid Familiaran.
Nagaynay said that they immediately coordinated with the barangay to ensure that government services will not be hampered.
“This is to ensure there is no vacuum of leadership in the barangay,” he said. “We respect her decision and we called up the barangay to initiate the process of transition,” Nagaynay added.
Nagaynay said that Kagawad Cecilia Chavez, the No. 1 barangay councilor, will assume the post vacated by Familiaran. “An automatic succession will come in. The highest-ranking member of the barangay council will take oath as village chief,” he added.
Nagaynay said that they will set a schedule to assist the barangay in the transition process.
In case the barangay council wants to fill up Chavez’s vacated post, members will have to come up with a resolution to be submitted to the mayor as appointing authority.
“This is not urgent since the barangay council can continue with their transactions. If they decide not to, there is no impediment, what is important is that there is a quorum,” he said.
