CSC issues enhanced HIV, AIDS guidelines for government workplaces
The Civil Service Commission (CSC) has issued enhanced guidelines to boost Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) advocacy, education, and protection across all government offices.
In a statement released on Thursday, June 26, CSC announced the promulgation of CSC Resolution No. 2500398 on May 23, which mandates all government agencies to establish and implement workplace policies on HIV and AIDS.
The resolution enhances existing rules on HIV and AIDS education and support in the public sector.
The enhanced guidelines outline key measures for agencies to undertake, including information dissemination, awareness campaigns, access to HIV and AIDS-related services, promotion of occupational health and safety standards, and implementation of non-discriminatory practices.
The policy highlights the importance of confidentiality and the protection of the rights of persons living with HIV.
CSC also encourages agencies to coordinate with the Department of Health and the Philippine National AIDS Council (PNAC) to ensure employees have access to prevention, testing, counseling, treatment, and care services.
In compliance with Republic Act No. 10173, also known as Data Privacy Act of 2012, government offices are reminded to safeguard the confidentiality of employees’ medical records and personal health information.
The policy applies to all government employees, regardless of appointment status, including those in national government agencies, local government units, state universities and colleges, and government-owned and controlled corporations with original charters.
Agencies are required to report their HIV and AIDS-related initiatives to the PNAC annually.
