House submits certification of VP Sara impeachment complaint, other docs to Senate

The House prosecution panel in Vice President Sara Duterte's impeachment case has made three key submissions to the Senate impeachment court, foremost of which is the certification that the impeachment complaint is constitutionally sound.
This was confirmed to House of Representatives reporters Wednesday, June 25 by lawyer Antonio Bucoy, the 11-person prosecution team's spokesperson.
I confirm the filing of the submission of the first requirement, as well as the manifestation re the entry of appearance ad cautelam with re-submission of the entry of appearance of the public prosecutors, Bucoy said in a message.
The first requirement refers to the Senate impeachment court's order for the House to certify that the impeachment complaint it transmitted to the upper chamber last Feb.5 did not violate the one-year ban on the filing of such complaints.
The House of Representatives. through the Public Prosecutors, most respectfully submits the attached enrolled copy of Resolution No. 328 (House Resolution No. 2346), adopted in Plenary on June 11, 2025, altesting to the fact that the impeachment proceedings initiated on February 5, 2025 against the Vice-President of the Republic of the Philippines, Sara Zimmerman Duterte, fully complied with Articic XI, Section 13, Paragraph 5 of the 1987 Constitution and the Rules of Procedure in Impeachment Proceedings of the House of Representatives, read the document on the certification submitted by the House.
It was signed by House Minority Leader 4Ps Party-list Rep. Marcelino Nonoy Libanan, the lead prosecutor in the impeachment case.
This submission is without waiver of the Prosecution's position that there is no legal basis for the return of the Articles of Impeachment forwarded to the Senate in accordance with the 1987`Constitution, which enjoys a presumption of legality and constitutionality, it added.
In its second requirement, the impeachment court confirmation if the House would continue to pursue the impeachment case in the upcoming 20th Congress.
The prosecution panel had earlier said that it wasn't in a position to answer this, since the 20th was yet to be convened.
Also on Wednesday, the prosecution team re-submitted to the Senate impeachment court the entry of appearance of the 11 solon-prosecutors.
The House o f Representatives through the Public Prosecutors, unto this Honorable Impeachment Court, most respectfully re-submit their Entry of Appearance With Motion to Issue Summons dated 14 March 2025, previously filed by the prosecution on 25 March 2025, which remains in the record together with the Articles of Impeachment that remain lodged with the court, the separate document read.
In contrast to the Appearance Ad Cautelam dated 16 June 2025 filed by the counsels for the Respondent, Sara Zimmerman Duterte, there is no reservation, limitation or other qualification of any kind on the part of the undersigned public prosecutors, it further said.
Joining Libanan in the prosecution team are Batangas 2nd district Rep. Gerville “Jinky Bitrics” Luistro, 1-Rider Party-list Rep. Rodge Gutierrez, Bukidnon 2nd district Rep. Jonathan Keith Flores, San Juan lone district Rep. Ysabel Maria Zamora, Ako Bicol Party-list Rep. Jil Bongalon, Antipolo City 2nd district Rep. Romeo Acop. Manila 3rd district Rep. Joel Chua; General Santos City lone district Rep. Loreto Acharon, Oriental Mindoro 1st district Rep. Arnan Panaligan; and Iloilo 3rd district Rep. Lorenz Defensor.
