At least 39 neophyte or returning House members attended the first day of the three-day executive course on legislation for the new members of the 20th Congress.
The event, which was held at rhe women legislators' lounge of the South Wing Annex at the House of Representatives, will run from June 23 to 25. A total of 45 new congressmen were invited for the first batch of the executive course.
Joining the first day were incoming solons Batangas 1st district Rep. Leandro Legarda Leviste, son of Senator Loren Legarda; Bukidnon 3rd district Rep. Audrey Zubiri, wife of Senator Migz Zibiri; Davao 2nd district Rep. Omar Duterte, son of Davao 1st district Rep. Paolo Durerte; and PPP Party-list Rep. Harold Duterte, cousin of Vice President Sara Duterte;
Also in attendance were Surigao del Sur 2nd district Rep. Alexander Pimentel, brother of his predecessor Rep. Johnny Pimentel; Pangasinan 4th district Rep. Gina de Venecia, wife of former House Speaker Jose de Venecia; Camarines Sur 2nd district Rep. Luigi Villafuerte, son of governor-elect LRay Villafuerte; and Mica Gonzales, daughter of outgoing Senior Deputy Speaker Aurelio Gonzales.
House Secretary General Reginald Velasco, the highest-ranked civilian official in the legislative chamber, welcomed the attendees to the executive course.
I would like to start by extending my heartfelt congratulations to all of you. Our warm welcome to the House of the People, he said, adding, I'm rooting for all of you.
This executive course will prepare you to hit the ground running, so to speak, Velasco said.
Not to put preasuee on the neophytes, Velasco shared that they assumed their new roles at a time when all eyes are on the congressional bodies, referring to the House and Senate.
He says the two chambers are facing heightened scrutiny from the public, being more engaged and informed than ever.
Velasco warned the neophytes that the public will back them if they are seen to be effective and hard at work, and will be criticized if they aren't.
The executive course will include the conduct of a simulation or a mock committee hearing and plenary session.
Assisting the House in training the solons are resource persons from the Center for Policy and Executive Development (CPED) of the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG).
A second three-day course will be held for another batch of incoming solons on July 7 to 9.
Of the first batch, 22 percent were party-list representatives while 78 percent were district representatives.
