Gov't adds three major infra projects worth ₱63.6 billion to PPP program

Three major projects — focused on air navigation, telecommunications, and earth observation — worth a combined ₱63.6 billion have been added to the Public-Private Partnership (PPP) pipeline, bringing the total to ₱2.61 trillion.
Documents shared by the PPP Center with reporters on Friday, June 20, showed that the value of projects in the PPP pipeline decreased by 1.1 percent to ₱2.64 trillion from April.
Projects included in the entire air navigation services in the Philippines cost ₱31.56 billion. This package was proposed by a consortium of ComClark Network and Technology Corporation, JG Summit Infrastructure Holdings, and Asia’s Emerging Dragon Corporation.
As of writing, the implementing agencies — the Civil Aviation Authority of the Philippines (CAAP) and the Department of Transportation (DOTr) — are still assessing the proposed national project.
The developments of a telecommunications satellite and a constellation of earth observation satellites are the other two major national projects added to the pipeline, the former costing ₱25 billion and the latter ₱7 billion.
These proposals remain under conceptualization by the Philippine Space Agency (PhilSA), according to the PPP Center.
Apart from the three big projects, 48 other national projects were added to the PPP pipeline. Forty-two of these are bids for the management and operations of cargo handling and other port-related services. These are either under conceptualization or procurement by the Philippine Ports Authority (PPA).
Among the 48 new entries added to the pipeline were the ₱2.8 billion New Clark City Information and Communications Technology (ICT) Passive Infrastructure Project, the ₱930 million Kingsfield Gold and Leisure Cebu Project, the ₱740 million Customs Processing System, and the ₱210 million Philippine Postal Corporation’s (PHLPost) PPP and Postal ID Proposal.
Local projects that are also on the list are the ₱790 million Project Iloilo General Hospital and the ₱190 million Tabaco City 4PH Project, both of which are under evaluation by the respective city governments.
Projects were added based on IA-endorsed unsolicited proposals, IA-submitted PPP project lists, and updates from the PPP Center’s engagement with agencies.
Meanwhile, nine projects were removed from the list, including the ₱4.4 billion Baguio Pambansang Pabahay para sa Pilipino (4PH) Program, the ₱5.2 billion improvement and expansion of the Port of General Santos, the ₱1.5 billion Manila Central Post Office (MCPO) Project, and the ₱70 million Mariano Marcos State University (MMSU) 2MWp Solar PV System.
Five other unsolicited local projects, with the provincial government of Bataan as the IA, have been crossed out. Totaling ₱6.9 billion, the delisted projects include the ₱4.9 billion Bataan Emerging Gateways City, the ₱1.6 billion Bulk Water Supply System, and three others.
The reasons for the removals were not disclosed in detail, but they involved unsolicited proposals that failed agency reviews and projects that were taken off the agencies’ PPP lists.
