QC gov't orders hotel closures over child trafficking, exploitation violations

The Quezon City government has shut down two hotels found to be involved in child trafficking and exploitation, following separate operations by law enforcement and city agencies.

On June 20, the Business Permits and Licensing Department (BPLD) issued a temporary closure order against Blazingwood Apartelle in Barangay San Agustin for violating Section 75 (c) of the Quezon City Revenue Code, which allows the city mayor to close businesses used for criminal activity or considered public nuisances.
The order followed an entrapment and rescue operation led by the Philippine National Police Women and Children Protection Center – Luzon Field Unit (PNP WCPC-LFU), in coordination with the Quezon City Police District (QCPD) and Caloocan City Social Welfare Department. Authorities rescued six minors from the establishment and arrested two individuals for violations of the Anti-Trafficking in Persons Act and the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
Earlier in the week, the BPLD also shut down MC Hotel (Maxmuller, Inc.) for violating the Quezon City Liquor Ordinance (NC-85, S-89 as amended by SP-2995, S-2020). On June 18, 20 minors were rescued from the hotel during an operation by the Social Services Development Department (SSDD), QCPD, and PNP WCPC-LFU.
Social workers reported that some of the minors had been staying at the hotel for over two weeks and were involved in sex work. Others admitted to engaging in vices such as drinking and swimming at the establishment. Some of the minors were found consuming alcohol inside the premises, prompting the enforcement of the city’s liquor ordinance.
All rescued minors are now under the care of the Quezon City Processing Center and Bahay Kanlungan, while efforts to contact their families and barangays are ongoing.
Mayor Joy Belmonte has directed the BPLD, SSDD, and QCPD to intensify inspections of motels, inns, and similar establishments as part of the city’s anti-trafficking efforts.
The city is also working with barangay officials, police stations, and church organizations, including the Dioceses of Cubao and Novaliches, to strengthen monitoring and prevention efforts.
Under City Ordinance SP-3413, S-2024 or the Quezon City Tourism Child Protection Policy, tourism-related businesses—including hotels, inns, and restaurants—are required to report suspected cases of child abuse, exploitation, or online sexual exploitation of children (OSAEC) within 24 hours.
Establishments must also require valid IDs from adult guests, demand proof of relationship with accompanying minors, and prohibit entry of unrelated or unregistered minors.
Residents may report suspected cases by calling Helpline 122 or sending a message to the official Facebook page of the Quezon City Government.
