Starting at the back nine, the two-time Filipina Olympian shot two birdies against four bogeys for nines of 36-38 for a share of 40th place with 17 others.
Pagdanganan started with a birdie on her first hole at No. 10, but stumbled with back-to-back bogeys on the 16th and 17th holes.
She made it up with a birdie on the fifth hole, but lost her charge with two more bogeys on the last five holes.
Fil-Japanese Yuka Saso also struggled after staggering with a 7-over 79.
Also starting at the back nine, Saso blew three straight bogeys on her second to fourth holes before briefly picking up her game with a birdie on her fifth.
But it proved short-lived as she limped home with three more bogeys for a back nine 40.
Saso continued her woes with a roller-coaster front nine that saw her shooting three birdies against the same amount of bogeys and a double bogey on No. 1.
Meanwhile, Thitikul made her title campaign felt with a 4-under 68 to take a one-shot lead over Minjee Lee.
The 22-year-old US-based Thai golfer recovered from a double bogey on the par-4 fifth hole by shooting six birdies.
