Will detained ex-president Duterte be invited to attend SONA 2025?

The House of Representatives--as a matter of protocol--will still send an invitation for former president Rodrigo Duterte for the upcoming State of the Nation Address (SONA) on July 28.
This was confirmed to reporters Thursday, June 19 by House Secretary General Reginald Velasco.
That said, Velasco said that the House knows the situation, pertaining to Duterte's current incarceration at The Hague in the Netherlands. The ex-leader is being tried for crimes against humanity by the United Nations (UN)-backed International Criminal Court (ICC) in connection with his bloody war on drugs.
We leave it to fate, you know. We cannot foresee what will happen in the future but we will send this invitation as a matter of protocol, Velasco said.
President Marcos will deliver his fourth SONA before a joint session of Congress at the House of Representatives. It is customary for his predecessors in Malacañang to be invited to witness the event in person.
We're talking about physical presence kasi. Well, we will send the customary invitation, no? Which we will send to former presidents, former vice presidents, former senate presidents, and former speakers, the House official said.
Aside from Duterte, the only two living ex-presidents are Joseph Estrada and Gloria Macapagal-Arroyo. Arroyo is a House member, being Pampanga's 2nd district representative.
Velasco said of Duterte: I think we will use all the channels possible so that he can receive this invitation.
Normally, he said the invitation would be sent to the individual's residence or office address. In Duterte's case, his office address is Davao City Hall, following his victory in the May elections.
He's the elected mayor, no? Unless that's altered, the official address is still the, you know, either the home or the office of the mayor in Davao City, he said.
