LTO summons owner, driver of van in fatal Tagaytay road crash

The Land Transportation Office (LTO) summoned on Thursday, June 16, the registered owner and the driver of the van in the fatal road crash in Tagaytay City road crash on Tuesday, June 17, that left a pregnant woman and two others dead.
LTO chief, Assistant Secretary Vigor D. Mendoza II said they already issued a show cause order against the van owner, adding that the latter was asked to explain why he should not be held liable over the incident.
The SCO also tasked the 19-year old driver of the van to explain why he should not be penalized for reckless driving and for being an improper person to operate a motor vehicle.
“We are also coordinating with the local police to get the necessary pieces of evidence, including an official report stating that the driver was under the influence of liquor at the time of the incident,” said Mendoza.
“Three people died during that incident, including a pregnant woman. And this is serious because there is a report that the driver was under the influence of liquor when it happened,” he added.
Based on the report obtained by the LTO, the incident happened along the bypass road in Barangay Zambal in Tagaytay City wherein the Nissan Livina van hit a sedan which was travelling at the opposite side of the road.
The driver and the two occupants of the sedan, including a pregnant woman, died while the driver and the four other occupants of the van were injured.
In the SCO, the registered owner was asked to submit a written explanation as to why he should not be administratively charged and why the registration of his motor vehicle should not be suspended or revoked “for allowing an improper person to operate your motor vehicle.”
“Failure on your part to submit an explanation shall be deemed as a waiver, and this Office shall act accordingly on the matter based on the evidence on hand,” it added.
He added that the driver will also be asked to explain why his license should not be revoked over the incident.
The LTO probe is different from the ongoing investigation on the criminal liability of the driver being done by the local police.
