San Juan sets up 'basaan' zone, imposes liquor ban for Wattah! Wattah! Festival

The San Juan City local government on Wednesday, June 18, announced the designation of a basaan zone where the traditional basaan or dousing of water, in celebration of Wattah! Wattah! Festival can only be done on June 24.
In an interview with the media, Mayor Francis Zamora said San Juan City Ordinance No. 14 was made to prevent incidents of chaos and unruliness by some San Juaneños during the festivities from happening again.
He said the basaan zone will be on Pinaglabanan Road between N. Domingo and P. Guevarra Streets. The water dousing tradition can only be done from 7 a.m. to 2 p.m.
Ang lahat po ng basaan activities o yung tinatawag na basaan zone ay dito lamang sa kalye ng Pinaglabanan sa pagitan ng N. Domingo and P. Guevarra Streets. So ito lang po ang lugar kung saan pwede magbasaan. Everything outside the basaan zone, bawal po ang basaan. So magiging maliwanag po sa lahat na kung wala kayo sa basaan zone, bawal mambasa (All basaan activities can only be done inside the basaan zone which is located on Pinaglabanan Road between N. Domingo and P. Guevarra Streets. There will be no water dousing outside the basaan zone. So let this be clear to everyone that if you are not inside the basaan zone, you are not allowed to douse water on others), Zamora said.
The city government also issued a list of prohibited acts during the festivities:
- Dousing of dirty water
- Opening of vehicles to douse their occupants
- Hurting or scaring individuals
- Climbing over and shaking of vehicles
- Dousing of water outside the basaan zone
- Use of unauthorized firetrucks
- Use of highly-pressurized water sprayer
Aside from these, a liquor ban will be imposed on June 24 from 12:01 a.m. to 2 p.m.
The ordinance also sets the following penalties for violators:
Adults - P5,000 fine and 10 days imprisonment
Age 17 below - They will he turned over to the City Social Welfare and Development (CSWD) and a P5,000 fine for their parents
Liquor ban - P5,000 fine for the buyer and seller of liquor
Increased police visibility
The mayor explained that residents and visitors can expect an increase in police visibility in the city to ensure peace and order during the festival.

Aden Lagradante at tayo ay magkakaroon ng augmentation ng pulis mula po sa Eastern Police District. Kaya asahan po ninyo na sa loob at labas ng basaan zone, ay marami ho kayong kapulisan na makikita (We have more than 300 police officers in San Juan and we have already spoken with Eastern Police District director Brig. Gen. Aden Lagradante and we will have an augmentation of police officers from the Eastern Police District. So expect that inside and outside the basaan zone, you will see many police officers), Zamora said.

Nicolas Torre III sa biyernes upang ikonsulta din po sa kanya ang posibleng dagdag pa na kapulisan outside of the Eastern Police District (I will also meet with chief PNP Gen. Nicolas Torre III on Friday to consult with him on the possibility of increasing the number of police officers to be deployed during the festivities outside of the Eastern Police District), he added.
