Pasig City Mayor Vico Sotto
Pasig City Mayor Vico Sotto on Tuesday, June 17, announced that the site development plan for the Nagpayong Civic Complex has been approved, paving the way for the construction of a mini-hospital, a 12-story public school, and other essential community facilities in the city.

Sotto said the complex will rise on a vacant 2.6-hectare property owned by the local government in Barangay Pinagbuhatan.
He said the city government has already conducted a soil test and is finalizing the program of work for the Nagpayong Primary Care Center, a 16-bed infirmary similar to a mini-hospital. It already has a Permit to Construct and feedback from the Department of Health (DOH).
He added that the 12-story school building has already secured funding from the national government, facilitated by Rep. Roman Romulo in coordination with the Department of Education (DepEd) and the Department of Public Works and Highways (DPWH).
The local government is also planning to build a second school building, but it will prioritize completing the 12-story structure first.
“Susubukan din natin simulan ang iba pang mga gusali sa loob ng terminong ito. Pero itong 2 lang muna pati police substation ang ico-commit ko para sigurado (We also try to begin the construction of other facilities during this term, but for now, I will only commit to the first two structures, adding a police substation, to be sure we deliver),” the mayor said.
Based on the site development plan, aside from the DepEd school compound, which may include up to four buildings and the health facility, the complex will also have space for a police substation, fire substation, public garden or park, evacuation area, and a multipurpose facility.
It will also feature a City Social Welfare and Development Office (CSWDO) compound with a Special Drug Education Center (SDEC) and a Bahay Kanlungan extension, which will provide complementary social welfare and rehabilitation services.
Sotto said the project's progress had been delayed due to several issues, particularly those related to land and right of way.
“May sindikato pa nga na nanggugulo at naniningil para sa ‘membership’ at ‘rights’ (There was even a syndicate causing trouble and collecting fees for so-called membership and rights),” he stated.
