CHR, ADMU hold forum on rising cases of child sexual abuse, exploitation

The Commission on Human Rights (CHR) and the Office for Social Concern and Involvement of the Ateneo de Manila University (OSCI-ADMU), on Monday, June 16, held a forum that addressed the rising number of cases involving Online Sexual Abuse and Exploitation of Children (OSAEC).
Dubbed Solidarity for Child Protection, the forum tackled the rise in OSAEC cases in the country.
During the forum, the CHR cited a report from the United Nations Children's Fund (UNICEF) which identified the Philippines as a global center for child sexual abuse material production.
It said that OSAEC cases rose significantly from 1,297,000 in 2020 to 2,740,905 in 2023. It said it raised the issue in its comprehensive report published by its Child Rights Center in 2024. Key findings and recommendations were also included in the report.
It also said that UNICEF reported that 9.7 million Filipino children were displaced in 2023 due to disasters and conflict, marking the highest number of child displacements globally.
Thus, it said, these crises highlight the urgency of strengthening child protection policies and coordinated action among stakeholders.
The CHR explained that the forum’s goal was to raise awareness and enhance collaboration among government agencies, civil society organizations, academic institutions, and media partners on critical child protection concerns.
CHR Commissioner Beda A. Epres, focal commissioner for Child Rights, led the discussions together with CHR Human Rights Policy Centers Office Director Mary Joyce M. Crisanto, Child Rights Center Officer-in-Charge Ma. Victoria Diaz, and OSCI-ADMU Director Ophalle R. Alzona.
“As the country’s Children’s Ombud and sole human rights institution, the CHR remains committed to its mandate of protecting and promoting children’s rights,” the CHR said.
