Alan Cayetano to next Congress: Conduct further probe into online gaming activities in PH

Senator Alan Peter Cayetano has appealed to the incoming new set of lawmakers on the 20th Congress to continue investigating online gaming activities in the country.
Cayetano made the call noting that despite the passage into the law of the banning Philippine Offshore Gaming Operations (POGO) in the country, online gaming activities in the country continue to persists and is getting bigger.
The senator made the call even as he commended the Senate and the House of Representatives’ efforts to investigate the illegal activities of POGO firms, resulting in a total ban imposed by President Ferdinand Marcos Jr. in 2024.
“The problem is, we have banned POGO, but the online industry in the country is now growing and Filipinos are the ones betting,” Cayetano said during plenary discussions on the measure last June 11, 2025.
“I hope the next Congress can look into this,” the lawmaker stressed.
Cayetano, a co-author of the Anti-POGO bill and a long-time critic of gambling, reaffirmed his long-standing opposition to e-sabong (online cockfighting) and POGOs — a position he has consistently held since his stint as House Speaker.
In 2022, amid concerns over the disappearance of cock-fighters and other issues linked to e-sabong, he filed the Anti-Online Gambling Act or Senate Bill No. 63, which seeks to prohibit internet-based gambling and impose strict penalties on online wagering and betting.
Cayetano said his firm opposition to POGOs is grounded in both moral and economic reasons, arguing that the social costs of allowing POGOs far outweigh their claimed economic benefits.
“Online gaming is not as addictive as e-sabong but it will get there. Because gaming is addictive. Using the internet is addictive,” he said.
“If you put the two together, you can do that kind of gambling anywhere and anytime. Napaka delikado nito para sa atin (This is dangerous to us),” he said.
