TACLOBAN CITY – Gov. Edwin Ongchuan has signed an ordinance institutionalizing the Northern Samar green lane policy, the first of its kind implemented by a local government unit (LGU) in the country.

The measure – An Ordinance Institutionalizing the Green Lane Policy for Renewable Energy and Other Strategic Investments – was sponsored by Board Members Don Abalon, Marites Gillamac, Victorio Singzon II, Albert Lucero Gilbert Layon, and Gerardo Gerard Miranda.
The policy provides fiscal and non-fiscal incentives, along with promotion and aftercare services, to facilitate investments in the province.
It aims to streamline processes through the Provincial Economic Development and Investment Promotions Office to enhance efficiency and economic growth.
The initiative started from a Memorandum of Agreement (MOA) between the provincial government and LGUs, establishing a unified single point of entry for investment proposals.
Proposals are processed by the provincial government before being directed to the appropriate LGU.
The policy allows simultaneous processing of permits that enables the LGU to delegate permit issuance to the provincial government for strategic investments.
The initiative has received recognition from Malacañang, with President Ferdinand R. Marcos Jr. presenting awards on July 10, 2024 and March 13, 2025.
