A complainant whose identity was withheld for security reasons said more than 1,000 victims from Zamboanga City, Sulu, Basilan, and Tawi-Tawi paid P65,000 each for plane fare to travel to Saudi Arabia where they will be met by the police and accorded Very Important People treatment.
She, however, said the trip to Mecca, scheduled on May 31 and June 1 this year, did not materialize.
They complained with the tour operators who promised to return their money but their office was closed and they cannot be reached.
The complainants asked the NBI to help them locate the suspects for the return of their hard-earned money.
They called on them to face them and give back their money which they saved to join the pilgrimage.
