Valenzuela City Mayor Weslie “Wes” Gatchalian reaffirmed his stance against abusive behavior on Tuesday, June 10, following the dismissal of two Manila police officers who assaulted a Valenzuela traffic enforcer in 2024.

The Valenzuela People’s Law Enforcement Board (PLEB) has ordered the dismissal of two Manila police officers for Conduct Unbecoming of a Police Officer over an incident that occurred on February 27.
PLEB officials found PSSg Ernesto Camacho Jr. and PSSg Robert Masong Cabudoy Jr. of the Manila Police District (MPD) administratively liable for the assault.
In a separate decision, the Metropolitan Trial Court ruled that both officers were guilty of Grave Threats and Physical Injury under Republic Act No. 10951.
Camacho was sentenced to up to 20 days in jail and ordered to pay P5,000 in moral damages, while Cabudoy received a sentence of up to four months in jail and was ordered to pay P10,000 in damages.
During a press conference, on Tuesday, Gatchalian lauded the efforts of all those involved in holding the erring officers accountable, particularly the leadership of the MPD for their cooperation, which facilitated the swift resolution of the case.
He also reassured the public that abusive law enforcers have no place in Valenzuela.
“Dito sa Valenzuela, hindi natin tino-tolerate ang mga bastos at siga. Dito sa Valenzuela, mahal ko ang mga kawani natin sa city hall (In Valenzuela, we do not tolerate rude or abusive behavior. Here, the city hall employees are deeply valued and respected),” he said.
“Bilang ama ng lungsod at kayo ang aking anak, ipagtatanggol ko kayo hanggang sa dulo (As the father of the city and with you as my children, I will defend you until the very end),” the mayor added.
The victim, Ronaldo David, a 42-year-old traffic officer from the city’s Traffic Management Office (TMO), recounted that the incident happened at around 4 a.m. on July 14, 2024 on M.H. Del Pilar in Barangay Mabolo. He had noticed two individuals on a motorcycle violating city traffic regulations by not wearing helmets and wearing only slippers. Before he could approach them, the men -- later identified as officers from MPD’s Delpan Police Station 12 -- blocked his path and allegedly assaulted him.

As of this writing, the Valenzuela city government has yet to receive any official statement from the two dismissed officers.
