The southwest monsoon, locally known as “habagat,” will bring rain and gusty winds across several areas on Thursday, June 12, which could dampen Independence Day celebrations, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

In its special weather outlook for Independence Day, PAGASA said occasional monsoon rains will affect Pangasinan, Zambales, Bataan, Palawan, and Occidental Mindoro.
The rest of Luzon and the western section of Visayas will experience mostly cloudy skies with isolated rain showers or thunderstorms.
Meanwhile, the rest of the country will have partly cloudy to cloudy skies with possible localized rain showers or thunderstorms, mostly in the afternoon or evening.
PAGASA also said moderate to strong southwesterly to southerly winds will prevail over Luzon and Western Visayas, which could result in moderate to rough seas.
Gusty conditions are also expected in Metro Manila, Ilocos Region, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Bicol Region, Isabela, Aurora, Zambales, Bataan, Cavite, Batangas, Quezon, Antique, and Aklan.
The rest of the country will experience light to moderate winds from the southeast, with slight to moderate seas.
PAGASA also noted that a tropical depression monitored outside the Philippine Area of Responsibility is moving north-northwest and is not expected to directly affect any part of the country during the forecast period.
