At exactly 7:24 p.m. Monday, June 9, overall chairman Surigao del Norte 2nd district Rep. Robert Ace Barbers declared the House quad-committee (quad-comm) hearings as "terminated".
This officially put an end to the gripping investigation in aid of legislation, which produced 15 marathon hearings in a span of 11 months in the current 19th Congress.
That said, prepare for "quad-comm 2.0" in the upcoming 20th Congress.
"Kaya sa mga natutuwa sa pag-aakalang nakalusot na sila sa imbestigasyon, paumanhin po. Sapagkat malaki ang posibilidad na magkakaroon muli ng quad-comm sa darating na Kongreso. Ito ang quad-comm 2.0," Barbers said in his closing speech during Monday's hearing.
(So, to those who are pleased, thinking they have evaded the investigation, my apologies. There is a high possibility that a quad-comm will convene again in the upcoming Congress. This is quad-comm 2.0.)
"Maaaring ito na nga ang huling pagdinig ng quad-comm sa panahong ito, subalit ang paghahanap ng katarungan ay magpapatuloy (This may very well be the final hearing of the quad-comm for this period, but the pursuit of justice will continue)," said the Mindanaoan.
Since August 2024, the quad-comm has been looking into the alleged interconnected issues of Philippine Offshore Gaming Operators (POGO), extrajudicial killings (EJKs), money-laundering, illegal drugs, and former president Rodrigo Duterte's bloody war on drugs.
The highest profile witness or resource person who attended the series of marathon hearings was ex-president Duterte himself. This particular hearing was viewed by 1.9 million viewers on the House of Representatives' official livestream.
Endlessly monetized by enterprising vloggers, the quad-comm has given it's share of viral moments, and at its height was akin to must-see television.
"Kung hindi man nabigyan ng pansin ang iba pang mga bagay-bagay dahil sa kakulangan ng panahon, huwag po kayong mawalan ng tiwala at pag-asa. Hindi po manhid o natutulog ang inyong mga kinatawan sa Kongresong ito," Barbers said.
(If certain matters have not been given due attention due to time constraints, do not lose trust or hope. Your representatives in this Congress are neither indifferent nor asleep.)
The quad-comm approved its committee report, subject to style, as one of its final actions on Monday night. The committee report is expected to be adopted in plenary before the sine die adjournment of the 19th Congress this week.
